I have tried pushing the 4 wheel drive buttons in/out. Driving in reverse, shifting to park, neutral, etc. I also disconnected the battery. There are several actuators on a 4thGen 4Runner. They are expensive to replace. The 4WD high and low and difflock MUST be exercised or the actuators will get gummed up and not operate.
