It's still a good katana but it's more worthwhile to upgrade something else if you don't have int, it scales best with int. I'd say if you're low on stones probably skip it for now

On an int>dex build, Moonveil is simply your best option. It provides the 1 thing sorceries are generally lacking, posture damage and strong normal attacks that cost no FP. SoNaF provides nothing better. It provides weaker normal attacks, less posture damage and a 2nd comet azur on top of the one you already have.

Update: Comparing to Unsheathe, I don't really notice much or any difference in the recovery time, so the slower recovery thing might be a red herring.
