Big surprise huh! Well what I found worked very well was to use a 14mm 12 point socket and a lot of extensions. With a little push, the socket fits snuggly around the outside of the lock mechanism and you can lower the spare tire. In my case, the socket stuck so well I could not remove it by pulling out the extensions.

The square end that engages into the tire winch measures ~ .465"x.465" and is 20 inches long. Tools needed: Small chunks of 2x4, joint pliers and a friend to hassle you (Optional). 2. Get under truck and pull and turn at the same time on guide tube (pull towards rear of truck). This will slide off for you allowing access to the spare tire drop assembly. 3. Get under truck on passenger side of spare.Open the rear hatch of the Explorer to expose the actuator hole just above the rear bumper. Insert the jack handle into the actuator hole until it engages with the spare tire lowering mechanism.
