By default there are binds for Shift+# that swap your hotbar to that number's bar. If you want to limit that, you could unbind Shift+5-0 (0 being 10). My preference is for when I know I will only want specific bars. For MNK, I have my Back positionals on 1 and Flank on 3, with AoE on Shift+1/2/3, which I will move to Ctrl once I unlock Dragon Kick.
