Open Cemu, right click on BOTW and pick "save directory" In the window that opens go into "user" -> "80000001" (might be different for you) -> pick one of the numbers depending on which save file you want to change. it's because you used the save file that already had the maximum hearts/stamina. there is probably a separate value in the files that disables upgrading completely once you reached the maximum. just make a fresh save file and edit that instead. or just use the editor to manually give you the upgrade.
