Lincoln sa 200 f163.

Can't get the governer/idle control to work on my lincoln sa-200. It has the f163 cont. engine,the diaphram is good in the idler and the lever moves on the governer when you rev it up. I need to know the correct way to adjust everything to make it work the way it should. It was screwed up when I bought it and my tinkering with it hasn't helped.This is a carburetor rebuild kit with float.
