There is certainly a build that doesn't use resonator but I would never use it because the mallet+resonator play style works for all mission types. For the record, this is the build I recommend with Octavia. Aura: Brief Respite. Exilus: Power Drift, Cunning Drift or Primed Surefooted depending on playstyle.
