The claim chunks map of FTB Utilities isn't the most accurate place to see if I've done a good claiming job so I prefer to see it in Journeymap, and disable it once I'm confident with what I've claimed. its a server setting in world- > serverfconfig- > ftbchunks config file where chunk loading mode should be allways instead of default. Default only loads when at least 1 player is logged in, allways will load chunks regardless of players online. so even with 0 players playing the chunks will be loaded and animated/calculated.

It seems that config in fabric version is reseted each time you restart mc/server (only disallowed spells for now).
