When botw dropped, cemu development became primarily focused on getting it to run well. It was being heavily donated to specifically for botw support. I remember at the time seeing complaints online actually about how ppl wanted to play other Wii U games but the devs were spending too much time on botw.

Ur specs cant do 60 fps on yuzu. the 60fps mod is broken. It actually causes the game to run at half speed. As suggested, if you want to play it at 60fps you'll have to use cemu. I think you can easily get 60fps using cemu (wii u) instead of yuzu.. you can always give it a try.
