All troop drops appear to be ~75% 1* / ~25% 2* Hero drops appear to be the same 75/25 mix. Troop drop rates appear to be constant across the map PER RUN. Which means that troops/WE drop off inversely as WE increases. Looks like the expected number of troops would be 2.45 per 35 we ( 0.070 per 1 we ) but it is a very low drop rate so RNG.

It gets REALLY difficult to level the 4* troops once they get up around level 10. I'll use like twenty 1* and 2* troops and get half a level. Totes random, use 8-7. It's even better than the Find Recruits quest, flag-wise. I'll still do Find Recruits II if there's a troop token at the end, otherwise I stick to 8-7.
