Getting a lot of culture/turn lategame will thus mean you still have less domestic tourists than someone that focused on it all game.

Archers are good early game units for offence and defence. animal husbandry, mining, archery, and then b-line campus tech or encampment tech depending on my map. Early game I think it's always most important to go for Archery. After that, I'd go for the copper instead.
