The "shipping protection" is for Mercari to take advantage of in such cases. So essentially, they get the let's say, $13.50 shipping fee back, PLUS the $200 cost of the item. Mercari has the pictures of the damaged item, which the buyer provided. Of course, they won't always do this, but it's maybe 90% of the time.
If the item is returned in a different condition, regardless of why, Mercari can reimburse you under seller protection. The buyer gets refunded and the seller also gets reimbursed.
