There are some really good pure dex weapons. Godskin peeler for one is amazing, or running a sword and shield combo focusing on parry/reposte. Death's poker is one of them, so if you want a more powerful ability, higher int is necessary. There is a point of diminishing returns. Take the Darkmoon Greatsword where, going from 40 to 60, you earn a good 150 damage on charged heavies every 10 levels.
