The ACT hp bars don't, though. The only other difference I can tell between borderless and fullscreen is that I get about 10% higher fps in fullscreen. If you haven't used ACT in a while you need to go into the FFXIV Plugin settings and check "Inject and use deucalion", or else ACT won't work if it's launched after the game. ACT tends to have issues after a major patch update. I know they had issues a few patches ago. Havent tested it out with the new patch, myself.

What is ACT? Advanced Combat Tracker (ACT for short), is a "parsing" program. More techinically speaking, it reads the numbers flying back and forth between the game and the server, then stores and analyzes (parses) this data for you. If you're running enmity plugin with everything turned on, all raba triggers will lag. You could try adding ACT Custom Triggers and see if it's ACT vs cactbot, but I suspect it's everything together that's slow.
